Copilot Studio Agents have skills now

Copilot Studio's new authoring experience gives agents Skills. Reusable, on-demand expertise built on the open Agent Skills format. This is my hands-on tour in three parts: what a skill actually is and the quiet risk of installing ones you never read, how to govern skills so they speed your team up instead of slowing it down, and how to build your own from scratch. Concrete, beginner-friendly, and built the governable way.

Governance is the enabler, not the brake

Govern AI agents without becoming the department that says no. It starts with the principle: match the control to the risk, and contain experiments rather than hunting them down afterwards. Then the gap — the Power Platform governance you already have stops where your agents start. Then a three-zone model that gives every agent somewhere to live and a clear path to grow. And finally the decision process: score agents at intake, pre-approve the obvious cases, and save human judgement for the ones that need it.
